Macau: A platform for cooperation between China and Portuguese-speaking countries
The first CELP, held in Lisbon in 2012, with the main theme "Engineering as a decisive factor in the development process." The second CELP will be co-organized by AEM-Engineers Association of Macau and the Macau SAR Government, one of the founding members of CELP, and will be held in Macau in November 2014 with the main theme "Engineering as a key factor in the cooperation process."
The congress will have 12 sessions related to cooperation in the area of social and economic policies, including: Priorities for multilateral cooperation, Energy, Agriculture, Academic qualifications& professional recognition, Statutory requirements for engineering project, City of the future- a live heritage, Airports, Urban mobility, Water and Solid waste.
Macau SAR, as a special administrative region of the People's Republic of China, is considered as the most suitable location to conduct the second CELP, where already occupies a position of economic leadership. In Macau, the Permanent Secretariat of the Forum was already created for Economic and Trade Cooperation between China and Portuguese Speaking Countries.
Thus, Macau SAR, benefiting from five centuries of intercultural experience and where the Portuguese presence was crucial in its history, which offers excellent conditions as a platform for cooperation among Portuguese-speaking countries and China.
In the 2nd Congress, the issue of cooperation is not just in between Portuguese Speaking Countries, but also embrace the contributions of the well-known region of Southern China, the Great Pearl River Delta.
These contributions will allow a wide field of opportunities, exchange of knowledge and implementation of business. The kind of policy of cooperation coordinated by the Forum for Economic and Trade Cooperation between China and Portuguese-speaking countries (Macau) that recently was endowed with the Fund Development Cooperation between China and Portuguese-speaking countries more than 1 billion U.S. dollars in order to build the shared infrastructure, transport, telecommunications, energy, agriculture and natural resources investment areas of cooperation for excellence.
It is also planned to be made in parallel with the 2nd Congress of Engineers Portuguese Language, 12th Science and Technology Joint Conference for Pan Pearl River Delta Region, (also called "Congress 9 + 2"), where political and economic will be present from 9 provinces of the People's Republic of China, together with the presences of Hong Kong and Macau, called the Great Pearl River Delta.
Macau guarantees, at present, the central space of the platform for the development of cooperation in all services provided by engineers.
The third CELP is scheduled to be held in Maputo (Mozambique) in 2016.
